§ 23.04.030. Public Nuisance.

A.

Any building or structure erected, constructed, enlarged, altered, repaired, moved, improved, removed, converted, demolished, equipped, used, occupied or maintained contrary to the provisions of this Title shall be and the same is hereby declared to be unlawful and a public nuisance.

B.

Any failure, refusal or neglect to obtain a permit, as required by this Title, shall be prima facie evidence of the fact that a public nuisance has been committed.
