§ 30.54.010. Purpose.

The future development or redevelopment of larger commercial projects in the downtown commercial area of the City of Del Mar will, if not properly planned, have significant adverse impacts on the City including, but not limited to, the following:

Traffic generation and resultant congestion; obstruction of important view corridors and vistas; inadequate provision of retail businesses serving local needs; unsightly parking structures; overly intense commercial development which disrupts the existing residential character of Del Mar; loss of open space; excessive construction of offices at the expense of retail businesses serving local needs; and

It is necessary to delay final approval of projects subject to this measure until specific plans required by this measure are approved in order to preclude preemption of the planning process and the implementation of such plans.
