§ 30.54.040. Bonuses Only for Public Benefits.

No floor area, lot coverage, density or other development bonus in excess of that which is authorized by zoning as it existed on the effective date should be granted in a specific plan, nor any rezoning approved as a part of a specific plan unless a specific finding is made by the City Council, supported by evidence, that the bonus is justified by exceptional public benefits to be provided by the plan.
